Arrested: Two people are in custody on drug violations after a state trooper reportedly spotted them naked in the back seat of a car on township Road 380 in Island Creek township, Sunday. Mandy Maria Schiffman, 29, 200 Fernwood Road, Apt. 16, Wintersville, was charged with possession of drug paraphernalia and possession of a drug abuse instrument, while William Stanley Horvat, 55, 4729 Jacob St., Wheeling, was charged with possession of drug paraphernalia and aggravated possession of drugs. Deputies said OSHP spotted the car and noticed alleged drug paraphernalia in plain sight, a small plastic bag containing a white powder-like substance he said Horvat told them was methamphetamine. Deputies allege they also located additional bags of the same substance, as well as a blue glass pipe and other paraphernalia. Schiffman eventually admitted having concealed a needle in her underwear, they alleged.
Suspicious: A Cross Creek township resident told deputies an individual known to her had stolen her bank card, Sunday. The individual was helping her prepare a rental property so she could move in. She said she the card was on a countertop and when he left, it was missing. Police tracked the man down and found $230 in new bills in his pocket as well as $80 in cigars and cigarettes. He reportedly said he has no job, and couldn't tell them how he came by the money. The cash was seized and put into evidence pending further investigation.
Game over: A Wintersville woman told deputies her daughter and her boyfriend were fighting and he was punching holes in the wall at Ridgewood Apartments, Friday. The male characterized it as "a brief argument" over a video game and said his girlfriend started crying and called her mother, who in turn called the sheriff's department "because she always does." He said he pushed open the bedroom door with the palm of his hand and the "paper thin door" caved in a little bit, claiming it wasn't intentional. The female advised she gets upset and has trouble calming down at times, and told deputies the argument was only verbal. She said she didn't know her mother was going to call police.
Booked: Robert Johnson, 40, 974 County Road 50, Irondale, menacing and assault, Saturday. Johnson allegedly punched a man and also has left threatening voicemails, deputies reported; George Tonie Christy, 33, 58 Diamond St., Irondale, warrant out of juvenile court for contempt, Friday.
Steubenville police
Violent: A female kneeling on the ground crying in the 700 block of North Seventh Street initially told police a man had made advances that she'd rebuffed, but a few minutes later confided to police she had in fact been raped, Sunday, Police said she continued crying while officers questioned the other party involved and dealt with a third party who was extremely loud, causing problems and insisted on answering questions for her. After he'd been dealt with, she talked to police and eventually told them she wanted to pursue charges and go to the hospital for evaluation.
Fowl play: A caller reported two chickens running loose in the 1100 block of Wellesley Avenue, but when police arrived, they were nowhere to be found.
Welfare check: Dogs and cats were left inside a residence in the 1200 block of Lincoln Avenue, Sunday. Police checked the residence but could not make contact with an occupant and could not see inside. They did note the landlord had left notices on the door of unpaid rent and water bills. The animal control officer was contacted.
In custody: Callers reported two people appeared unresponsive in a parking lot in the 200 block of North Seventh Street, Sunday. Taken into custody were Monique DeJaro, 30, 638 Arden Ave., possession of drugs and possession of drug abuse instruments, and Jacob T. Nale, 27, 1129 Neville St., Steubenville, possession of drug abuse instruments. Police reported both of them were slumped over and had to be awakened, with uncapped hypodermic needles in their laps. A cellophane bag containing a substance later identified as heroin was allegedly found in DeJaro's pocket when she was searched at the jail, police said.
Charged: Shawn Christopher Thomas, 37, no fixed address, disorderly conduct, resisting arrest and retaliation, Sunday. Thomas allegedly interfered with attempts to question a victim in another case, refusing to leave the scene when asked. Once in the cruiser he allegedly said he wanted to "spit on (the arresting officer) but he'll get me for felonious (assault)" and "I'm going to (expletive) you up when I get out," police reported.
Accident: A man fell in the 200 block of South Fourth Street and struck his head on a garbage can, Sunday. Police said he had several cuts on the top of his head as well as his hands and legs. He was taken to Trinity West for treatment.
Clowning: A caller told police juveniles wearing clown masks were disturbing younger children and dogs, Sunday. Officers located the juveniles, who said they were walking down an alley when a woman began yelling at them. They were advised to avoid problems by not parading around alleys wearing clown masks.
Pics don't lie: A homeowner on Reserve Avenue caught four juveniles standing on her garage roof, Sunday. The homeowner showed police surveillance footage and pictures of the kids, and said she wasn't interested in pursuing charges she just wants them to stay off her property. Police said the kids did minimal damage, slightly denting a gutter and lifting a few shingles. They located the four juveniles off site and advised them to stay away.
Noisemaker: A Chestnut Avenue resident was causing a disturbance by being loud and talking to himself, Sunday. The man told police he was outside enjoying the weather, but said he would keep in mind he has neighbors.
Big hit: A Summit Avenue resident said someone hit her truck with what looks like a sledge hammer overnight, Sunday. She told police she suspects a woman who has been harassing her over her ex-boyfriend.
Staying away: A woman told police she's staying with a relative in downtown Steubenville because her boyfriend is threatening to kill her, Saturday. She showed police his latest text and advised it's been an ongoing issue.
Missing: A North Sixth Street woman who let someone borrow her car said he didn't return it on time, nor was he answering her texts or calls, Friday.
Hit-skip: A Jeannette Avenue resident said someone hit her vehicle and fled the scene within an hour of her parking it, Saturday. Police said the hit-skip vehicle left a white paint transfer on the front driver's side bumper, which was cracked.
Cited: Lauren R. Turnbull, 39, 533 Clinton St., Steubenville, driving under suspension; Courtnie Clark, 32, Glen Dale, WV, failure to control a motor vehicle. Clark was cited after she allegedly sideswiped another northbound vehicle on state Route 7 Sunday, tearing its bumper off; John Moschell, 38, 1113 State St., Steubenville, dogs at large; Erica L. Carpenter, 31, 1441 Maryland Ave., Steubenville, dog at large, Saturday; Buick Rendezvous parked in the 400 block of McKee Street, expired plates, towed and police hold issued; a vehicle parked in front of a fire hydrant in the 1200 block of Oakgrove Ave.
