Steubenville Police

Driver cited: A juvenile was cited after he allegedly told police he was trying to plug a cord into a port in his 2013 Chevy when he collided with a school bus at the intersection of Fifth and Logan on Monday. A classmate who was in his car sustained a head injury and was bleeding, police said. The impact pushed the bus into a third vehicle, which then was pushed into a fourth vehicle, both unoccupied. The impact pushed the juvenile’s car into a fifth vehicle, pushing it into a sixth vehicle; both were unoccupied. Police said the front of the juvenile’s car was heavily damaged, and the driver’s side midsection of the bus was damaged, as was the hood where it impacted the third vehicle. The back of the fifth vehicle had what police described as disabling damage to the rear bumper/tire area. The 16-year-old driver was cited for a stop sign violation.

Attention getters: Callers reported a “large group of juveniles” fighting in a parking lot in the 2100 block of Sunset Boulevard on Monday. The lot was empty when police arrived, but they saw them in a restaurant. Although they hadn’t caused any problems inside, employees asked police to remove them “to prevent further unruliness or violence.” Police said when they were asked to leave, the juveniles “were polite and complied.”

Dog starved: A resident in the 700 block of Woodlawn Road was feeding a dog that was “eating her trash and appeared in poor health” on Monday. Police said the dog was friendly but had no identification and reported it was “in extremely poor health, which appeared to be from starvation and neglect.” Due to the dog’s condition, police forwarded the information to the department’s animal control division for investigation into animal cruelty. Police said the black-and-tan male dog appears to be a shepherd mix.

‘Ex’ games: A caller complained a juvenile “was not dressed appropriately for the weather” and the father “was being rough when removing the (child) from a vehicle” on Monday. When they told the father about the complaint, he said he had just “picked the child up from the mother’s residence and she did not provide any jacket.” He said he had turned his rental in at Enterprise, then walked across the street to get the child something to eat while they waited for a family member to pick them up. Police said the child “appeared to be in good health with nothing of concern” observed.

Can’t do that: A Hill Avenue man told dispatchers he and his juvenile son were arguing about him skipping school and he was “kicking (him) out of the residence” on Monday. Police told him he could not remove a juvenile from the home. The juvenile and a female who was present both told police the disagreement never became physical and they were fine.

Where he shouldn’t be: Police found a man after hours sitting in the woods near the basketball court at Beatty Park on Tuesday. Police told him the park closes at dark, and he left, but after he was gone they found a “small fire in a grill at the first shelter house” and extinguished it.

Laying low: A downtown resident reported his girlfriend left home 30 hours earlier and he had not seen her since Monday. He told police he fears she “reverted back to using narcotics and is possibly with her ex-husband,” with whom she shares a child. He asked police to speak with her ex-husband, a Weirton resident. Police tried two numbers he provided but were unable to make contact.

Bothersome: Someone reported a male in the 200 block of N. 7th Street “possibly harassing customers” on Monday. Police attempted to speak with him but reported he “did not seem to realize” they were talking to him, “staring off into the distance and … talking to people who were not present.” He was transported to the hospital for evaluation.

Theft: Employees said a woman left Kroger without paying for cat litter and cat food valued at $50 on Friday.

Grow up: Walmart employees said a male believed to be in his early 20s “was throwing a stuffed animal in the store” on Friday. They asked him to leave, but he refused, though he was gone before police arrived.

Took offense: A disturbance was reported in the 1200 block of Maryland Avenue on Monday. A mother told police her son “was throwing items throughout the house because of an argument” that the boy said started after his mother “insulted him.” They said it never became physical, though police reported seeing a damaged broom in the living room.

Booked: Mark Carr, 62, 1130 Lincoln Ave., Apt. D, Steubenville, warrant for failure to appear (Wintersville County Court). Carr is facing additional charges of resisting arrest, obstructing official business and driving under suspension after a traffic stop Sunday in the 400 block of S. 6th Street. Police allege Carr had “opened his door and began to shout, asking why (he) was being pulled over” before the officer exited his cruiser. He eventually told them his license was at home, but when they checked his information, police said they learned it was suspended and a warrant had been issued. Police claim he repeatedly tried to pull away from them and reported they found his license in his pants pocket.

Reported: Multiple callers in the vicinity of Whitehaven Boulevard, Johnson Road and Lauretta Drive reported hearing shots fired Sunday. Police checked the area but were unable to determine where the shots originated.

Booked: Pachian Watkins, 29, no address listed, bench warrant (Municipal Court), Saturday.

Code issues: Notices of violation were sent to owners/occupants of properties at 546 Lawson Ave., litter and junked items piled in the backyard; 1315 Oregon Ave., indoor furniture in the yard along with junked items; 1305 Arlington Ave., garbage, junk and litter in the front yard and on the front porch.

Served: Monique A. DeJaro, 34, no fixed address, probation violation, Friday.

Cited: Jonathan Pullie, 51, 702 N. 4th Street (rear), Steubenville, use of sidewalk. Police said they spotted Pullie “walking down the middle of N. 4th Street … approaching cars as they stopped for the red light” and ordered him to the sidewalk. He was advised to use the sidewalk in the future and “stop approaching people.” Also cited: Mahamed A. Mahamed, 36, Columbus, red light violation after a two-vehicle collision Sunday at the intersection of state Route 7 and University Boulevard; Rebecca L. Sharpe, 42, 112 Heathermoor Drive, Weirton, no operator’s license; Jesse J. Minjarez, 30, Reno, Nevada, and Tetiana Martynkova, 20, 160 Shirley Circle, both for speeding (school zone); Patrick K. Mason, 62, 2250 Cleveland Ave., Steubenville, expired registration and prohibited left turn; Kirsten M. Goodman, 30, Wellsville, driving under suspension; Daniel Ewing, 38, 940 Sherman Ave., Steubenville, driving under suspension.

Uh-oh: A woman delivering a DoorDash order sent a “panic text” to 911 operators that said “gun” on March 17. The driver said she had picked up three orders because they were near her home to make extra money because she works for TSA and is not being paid, but did not realize two of the orders were for the same person. She was getting out of her car to deliver the second order when she said a “man came out of the residence aggressively, armed with a gun.” She said he did not point it at her but “yelled at her about his food.” She said she put it on the ground and backed out of his driveway.

Pranked: A motorist reported seeing what appeared to be “a man and woman chained to a tree” along state Route 43 in Amsterdam on March 13. They were not moving, so she kept driving and stopped when it was safe. Deputies located the pair, who turned out to be mannequins.

Heave-ho: A woman living in the Two Ridge Road area said her daughter “had removed all her belongings from the residence” on March 13. Deputies told the daughter that since her mother lived there, she would need to go to court to file for eviction.

Testy: A Dillonvale man said a car was blocking his driveway on March 17. When asked if he knew who it was, he said it did not matter, but eventually admitted it was a woman who “sometimes stays at the residence.” She told deputies she could not find her keys, so the two separated for the rest of the night.

Bizarre: A Rayland man said he was told a man driving a black SUV was “making threats to kill people” and sooner or later, the man “was going to live up to his threats” on March 16. He told deputies if the man shows up at his property, “he’ll take matters into his own hands.” Deputies advised him not to do that and to call if he sees anything unusual, but the caller claimed the man had threatened a woman involved in an incident in Bellaire where two men “were beaten … pretty badly.” The woman said she had no interaction with the parties since the incident. Deputies contacted the man allegedly making threats and reported he told them it was the caller who had been sending threatening messages.

Charged: Ayla M. Kellar, 29, 717 Lincoln Ave., Steubenville, possession of a controlled substance, shoplifting and obstructing an officer, Thursday.
