Weirton Mayor Harold Miller provides the oath of office Friday to Paul Starvaggi, right, promoting him to the office of captain in the Weirton Fire Department. Starvaggi has been a member of the Weirton Fire Department for close to 17 years, serving as lieutenant since 2010. He began his firefighting career as a volunteer firefighter.
