WEIRTON -- The city is planning for this year's street paving program, with a pair of resolutions set to go before Weirton Council during its meeting Monday.
The resolutions received recommendations from the city Finance Committee Wednesday.
Contracts, if approved, will include $859,280 for citywide milling and paving using general fund dollars, and $352,836 through Community Development Block Grant funds.
Both contracts are with Kelly Paving Co.
Public Works Director Rod Rosnick explained, in planning for the paving, he looked at last year's costs of $22 per yard, and budgeted $24 per yard. Most bidders, he said, submitted proposals higher than that amount, but Kelly Paving bid between $17 and $18 per yard.
"That's the cheapest we've gotten in probably four years," Rosnick noted.
Members of the Finance Committee -- Ward 3 Councilman Fred Marsh, Ward 6 Councilman Enzo Fracasso and Ward 7 Councilman Terry Weigel -- asked if it would be possible to add other streets to the paving program. Rosnick said he could look at requests to include as an addendum to the contract, noting there had been some streets recommended by council but not originally included out of concern for the cost.
City Manager Joe DiBartolomeo encouraged council to pass the contracts as they currently are, explaining a work session could be held at a later date to discuss additional paving, if possible.
"You can do all the politicking," he said.
For the CDBG paving program, it was noted eligible streets, which must meet a standard of low- to moderate-income areas, are located in five of the city's seven wards.
Only Ward 5 and Ward 7 currently have no CDBG-eligible streets.
Also receiving recommendations from the Finance Committee, Wednesday, were:
¯ A resolution authorizing up to $50,000 for a design study of a new City Law Enforcement Annex
¯ An ordinance amending Ordinance 1276 allowing a one-time 10 percent credit on the amount due of the Business and Occupation Tax for the third and fourth quarters of the 2020-21 fiscal year
¯ A resolution approving the 2021-22 fiscal general fund and coal severance budgets
¯ A resolution to renew a support contract with Civic Plus, at $11,723.84, for the city's website
¯ A resolution to renew the support contract with NORTEC, at $5,400, for the city's computer hardware
¯ A resolution to purchase a Ford Explorer for the Inspections Department at $28,166
¯ A resolution to purchase a RAM 1500 quad cab pickup for the Inspections Department at $26,492
¯ A resolution to purchase one RAM 2500 4×4 crew cab for the Street Department at $44,048
¯ A resolution to purchase one Mohawk 50,000 pound lift for the Garage Department at Public Works for $104,096.02.
