NEW CUMBERLAND -- A 35-year-old man charged with keeping a young girl drugged so he could have sex with her was among the 20 people indicted this week by the September term of the Hancock County grand jury, Prosecuting Attorney Steven E. Dragisich reports.
Lloyd Maurice Hayes, whose address is not available, was indicted on charges of first degree sexual assault, second degree sexual assault, abduction, kidnapping, and wanton endangerment with a firearm.
Authorities maintain Hayes "used controlled substances to induce a young person into sexual intercourse" with him and claimed he used a firearm to force her to remain there against her will.
Others indicted include:
— Charles William Sims Jr., 55, 3241 West St., Weirton, attempted murder, malicious assault and kidnapping.
Authorities allege Sims struck a female "multiple times with a metal pipe, made threats to kill her and tried to" on July 27, adding Weirton Police Department's Garrett Amman "did a fabulous job preventing that."
The victim is recovering .
— Braxton Jesse James Bone, 431 Washington Pike, Wellsburg, second degree sexual assault, strangulation and domestic battery. Jones, 21, allegedly sexually assaulted a female and held her down during intercourse.
*Patrick Guy Barton, 41, 1383 Holberts Run Road, New Cumberland, 10 counts of persons prohibited from possessing firearms and illegal possession of explosive materials.
Hancock County sheriff's deputies allegedly located 10 different guns along with aluminum oxide, potassium nitrate, gun powder and fuses in
Barton's home after being tipped "through multitple sources" that he had explosives on his property, authorities said. The indictment states Barton had the firearms in his possession, despite being banned from having or using them because of substance abuse problems .
* Shawn Michael Fletcher, 148 Sixth St., Steubenville, grand larceny.
Fletcher, 38, allegedly sold two vehicles that didn't even belong to him for scrap and arranged to have them towed away by a Steubenville tow truck operator.
* James Raymond Carr, address unknown, 11 counts of unauthorized use of an access device. Authorities allege Carr, 51, went on a buying spree in October and November 2021 with a debit card belonging to the person he was staying with.
* Indicted separately on multiple drug violations were Ashlee Dawn Durbin, 750 Leonard St., East Liverpool, and 33-year-old Matthew Scott Rudder, 338 Ogden St., East Liverpool. The indictments stem from three alleged drug buys in Newell in September 2021.
The grand jury returned a true bill charging Durbin, 26, with three counts delivery of fentanyl, three counts conspiracy to deliver fentanyl, and transporting a controlled substance into the state with the intent to deliver it.
Rudder was ordered to stand trial on two counts delivery of fentanyl before the fact; delivery of fentanyl; three counts conspiracy to delivery fentanyl; transporting a controlled substance into the state with the intent to deliver it, and driving with a suspended or revoked license, third or subsequent offense.
* Scott E. Hudson, 643 Commerce St., New Cumberland,, and Damzen Terrell Green, 28, Akron, were indicted separately on methamphetamine charges. The two allegedly participated in controlled buys arranged by New Cumberland police in May.
Hudson, 53, was ordered to stand trial on two counts delivery of methamphetamine; delivery of methamphetamine, accessory before the fact; and two counts conspiracy to deliver, while Green faces charges of delivery of methamphetamine and conspiracy to deliver methamphetamine.
* Brandon S. Myers, 48, Wellsville, two counts of delivery of cocaine. Myers allegedly participated in controlled buys on two occasions in December 2021, authorities said.
* Darnell Jalen Arnott, 28, Aliquippa, Pa., grand larceny and bringing into West Virginia, receiving or disposing of property stolen in another state. The indictment alleges Arnott brought a stolen Toyota Corolla into West Virginia.
* Daniel Patrick Roberts Jr., 33, 124 Eugene Loop, Follansbee, two counts fraudulent use of an access device.
Authorities allege Roberts used a stolen credit card to get money from ATMs throughout the area. The card belonged to the mother of an acquaintance who was allowing Roberts to stay there, they said.
* Eric Constantine Pietranton, 59, 116 E Circle Drive, Weirton, obtaining money by false pretenses.
Pietranton allegdly was paid more than $16,000 to put a new roof on a business in downtown Weirton in 2019, "but never did any of the work, never ordered any supplies and never returned any of the money.," authorities said.
* David Robert Johnson, 34, 516 Finance Road, Weirton, driving while license suspended or revoked for DUI (second offense); obstructing an officer, three counts of delivery of methamphetamine; conspiracy to deliver methamphetamine; transporting methamphetamine into the state with intent to deliver; and driving while license suspended or revoked for DUI, 3rd or subsequent offense.
Johnson allegedly was party to three controlled buys arranged by the Weirton-Hancock-Brook drug task force in October 2019.
* Samantha Nichole Sinsel, 35, address unknown, delivery of methamphetamine, conspiracy to deliver methamphetamine and transporting methamphetamine into the state with intent to deliver.
Sinsel allegedly handled methamphetamine that changed hands in one of the three controlled buys arranged by the drug task force in October 2021.
* Shane M. Kantsis, 29, East Palestine, altering or changing a manufacture serial number and driving while license suspended, administrative, third offense.
Authorities allege Kantsis changed his car's vehicle identification number, attempting to replace it with a different one.
* Corey Bittinger, 930 Byron Street, Weirton, grand larceny.
Bittinger, 23, allegedly stole an electric wheelchair from Overbrook Towers in Weirton. By viewing surveillance videos and "talking to a lot of people," authorities allegedly were able to locate the stolen wheelchair, valued "well over" $1,000, and return it to its owner.
* Robert Wayne Reckner, 42, 400 Grant St., Newell, grand larceny and escape. Reckner was on home confinement when he allegedly fled in a stolen Mazda on Aug. 23..
* Steven Paul Midcap, 29, 36 Carothers Road, New Cumberland, escape. Midcap allegedly cut his ankle bracelet off and fled his home, authorities said. He was captured in July .
