Brooke grand jury returns indictments against 33

WELLSBURG -- Three people accused of holding individuals against their will and multiple cases involving the sexual abuse of children were among those heard by a Brooke County grand jury, which returned 33 indictments on Monday.

Among them was Kevin Jackson, 31, address unknown, who was indicted for kidnapping, wanton endangerment and domestic battery.

Filed by Weirton Police, the charges stem from a Sept. 23 incident in which Jackson allegedly held a woman known to him against her will by threatening her with a shotgun, including placing its barrel in her mouth, and struck her multiple times with his hands.

Floyd Cochran, 39, of 333 Highland Ave., Steubenville, was indicted for abduction and second-degree sexual assault for allegedly holding a woman against her will and raping her in another Weirton Police case.

Justin D. Parks, 37, of 772 Coss Road, Wellsburg, was indicted for kidnapping and assault for allegedly threatening to strike another man with a baseball bat if he left his home on Aug. 30.

Candice Gampolo, 33, of 1202 County Road 56, Toronto, was indicted for gross child neglect creating a substantial risk of death or serious injury for allegedly allowing a teen in her care to conceal a large amount of crack cocaine within her body.

According to the National Institutes of Health, such practice, often referred to as "body packing," can result in intestinal obstruction and death from cocaine intoxication.

Gampolo also was indicted for possession of the drug with intent to deliver and conspiring to deliver it in a case investigated by the Brooke County Sheriff's Department.

Garrett Colley, 21, of 3577 Genteel Ridge Road, Wellsburg, was indicted on three counts of second-degree sexual assault, two counts of third-degree sexual abuse and one count of third-degree sexual assault of a juvenile.

Charles F. Dobbs, 76, of 52 Friendly Acres, Wellsburg, was indicted for five counts each of sexual abuse by a custodian and first-degree sexual abuse of a child in his care.

Kenneth W. Henry, 70, of 439 Hill St., Beech Bottom, was indicted on nine counts each of sexual abuse by a custodian and first-degree sexual abuse of children in his care.

Joshua Hoit, 37, of 4132 Labelle Ave., Weirton, was indicted for 34 counts of sexual abuse by a custodian, 28 counts of first-degree sexual assault and 16 counts of first-degree sexual abuse of children in his care.

Dennis McQuillan, 43, of 50 Dream Lane, Wellsburg, was indicted for 22 counts of sexual abuse by a custodian and 44 counts of first-degree sexual abuse of a child in his care.

Also indicted were:

≤ Jennfer Bunner, 37, of 757 Meadowbrook Drive, Follansbee, for two counts of child abuse resulting in injury for allegedly striking a child with a broom handle and tackling him when he attempted to call 911 on June 24.

≤ Tracey A. Holley, 35, of Weirton, for leaving the scene of an accident with injuries for allegedly driving from a collision involving her vehicle that resulted in the other driver sustaining a concussion, lacerations and broken bones on Harmon Creek Road on Aug. 29, 2022.

≤ Reginald Johnson, 47, of 519 Grandview Ave., Steubenville, for malicious assault for allegedly throwing a glass at a woman, causing her to shield herself with her hands and resulting in cuts to her wrist and fingers.

≤ Matthew Shue, 36, of 60 26th St., Wellsburg, for unlawful assault for allegedly striking or kicking another man in the back, head and face and kneeing him in the ribs on Sept. 15.

≤ Brian Barr, 19, of 3006 Elm St., Weirton, for wanton endangerment with a firearm.

≤ Cynthia Boni, 61, of 155 Stewart Drive, Wintersville, for embezzlement.

≤ Ronald Bottorf III, 35, of 988 Northview Road, Wellsburg, for reckless fleeing.

≤ Charles Brady, 54, of 905 North Eighth St., Steubenville, for possession and delivery of a controlled substance and prohibited possession of a firearm.

≤ Danielle Brynza, 39, of 121 Loretta Ave., Follansbee, for possession and transport of a controlled substance and conspiring.

≤ Aaron Cottrill, 32, of 1106 Neville St., Follansbee, for delivering a controlled substance (two counts) and conspiring.

≤ Charles Demundo, 29, of 305 Blue Ridge Manor, Wellsburg, delivering a controlled substance (four counts) and conspiring.

≤ William Dewall, 22, of 399 Cherry Lane, Wellsburg, grand larceny (two counts) and burglary.

≤ David Eddy, 39, of 3019 West St., Weirton, and Kendra Miller, 40, of 3007 Elm St., both for conspiring to transport a controlled substance.

≤ Philip J. Hamilton Jr., 36, of 317 Kingston Ave., Steubenville, for reckless fleeing.

≤ Nora Haspel, 42, of 3602 Wood St., Weirton, for unlawful entry, shoplifting and possession of a controlled substance.

≤ Jonathan Logan, 51, of 650 Washington Pike, Wellsburg, for failure to register as a sex offender.

≤ Patrick Long, 52, of Cadiz, for intimidating a public official for allegedly making threatening phone calls to the Brooke County Magistrate's Office.

≤ Treshaun Moore, 30, of 1309 Franklin St., Toronto, for destruction of property.

≤ Shirley Morris, 59, of 287 Mahan Lane, Follansbee, for embezzlement.

≤ Jonathan Riggs, 34, of 445 Jamison Lane, Wellsburg, for reckless fleeing.

≤ Jason Sandy, 42, of 1385 Hardins Run Road, New Cumberland, for driving while revoked for driving under the influence.

≤ Thomas Smogonovich, 19, of 3933 Adams St., Weirton, for failure to register as a sex offender.

≤ James Thompson, 32, of 3526 Orchard St., Weirton, for embezzlement and grand larceny.
