Thirteen indicted by Brooke grand jury

WELLSBURG — A Weirton man charged with making false bomb threats is among 13 who were indicted by a Brooke County grand jury on Monday.

Leroy R. Koepfinger Jr., 58, of 104 Lisa Court, was indicted on two counts of making threats of terroristic acts in connection with two incidents at local businesses.

According to the indictment, on Jan. 9, Koepfinger told an employee of the Weirton Kroger store he was in contact with a German terrorist group who planned to bomb all Kroger stores and that he was there acting as a scout to see the layout of the store and the number of people there.

The indictment also refers to an April 19 incident in which Koepfinger allegedly presented a fake bomb to a Weirton Walmart employee and threatened to detonate it.

According to a criminal complaint filed earlier against Koepfinger, the staff member told police he approached the customer service desk wearing a pair of headphones, removed a small speaker from his bag and placed it on the counter.

Asked if he was returning the speaker, Koepfinger reportedly said he had made it into a bomb and was going to detonate it unless a television news crew was called so he could speak to them about working conditions and mental health.

Also indicted was Michael A. Besozzi II, 35, 245 Elmer Ave., Weirton, for malicious assault, for allegedly pushing scaffolding on which a man was standing, causing him to fall and become injured.

The indictment states the man’s shoulder was separated, and his rotator cuff was torn.

William Robert Hilty, 58, Beech Bottom, was indicted for two counts each of first-degree sexual assault and sexual abuse of a minor within his care for alleged inappropriate sexual contact with the child.

Dallas Woodrow Goddard, and Brianna Mitchell, both of 77 Peak Road Loop, Wellsburg, were each indicted on gross child neglect creating risk of death or serious injury for allegedly exposing children in their care to methamphetamine use and deplorable conditions in their home.

Goddard also was indicted on a charge of kidnapping for allegedly holding Mitchell and a child in the home against their will.

Also indicted were:

• Travis S. Gray Jr., 33, of 1225 Oregon Ave., Steubenville, for possession of a controlled substance with intent to deliver and prohibited possession of a firearm, the latter the result of an earlier felony conviction.

• Alicia Michele Lonchar, 44, of 416 Lee Road, Follansbee, for possession of a controlled substance with intent to deliver.

• Trent Eugene Travis and Shawna Marie Dawn Cork, both of Rear 147 Hudson Ave., each for fraudulent schemes, grand larceny and conspiring to commit grand larceny, for allegedly selling a van they had stolen.

• Frank Raymond Bocek Jr., 45, no fixed address, for grand larceny for allegedly stealing various tools valued at $1,250 from a business.

• Charles Ryan Latimer, 38, no fixed address, for escape and grand larceny for allegedly disabling the monitoring device he was ordered to wear as part of a home confinement sentence and attempting to steal it.

• Douglas Matthew Freeman, 52, of Myrtle Beach, S.C., for fraudulent schemes and three counts of obtaining false pretenses for allegedly accepting $40,000 for work and parts for automobiles that he didn’t provide.

• Shane Gillespie, 41, of 552 Rose St., Follansbee, for fleeing a law enforcement officer with reckless indifference to the safety of others.

The indictment states on Oct. 26, Gillespie fled from a Brooke County sheriff’s deputy, speeding along Main Street and other Follansbee streets and entering the path of opposing traffic.
