Hancock Commission looking at changes to Park Board bylaws

NEW CUMBERLAND — Hancock County commissioners are considering making adjustments to the bylaws for board overseeing Hancock County Parks and Recreation, but first want to meet with members.

Commissioners were presented, during their regular meeting Thursday, with a draft of revised bylaws for the Hancock County Parks and Recreation Board of Directors, opting to wait before taking any action.

“I have reached out to the president of the Park Board,” noted Commission President Eron Chek. “These are huge changes and I’d like to have a meeting.”

The draft of the bylaws, provided by the Commission Office, includes adjustments to areas focused on the size of the board, the scheduling of meetings and meeting attendance, the naming of officers and their responsibilities, and establishing a code of conduct for members.

Part of the changes include an increase in the board membership to meet requirements under West Virginia Code 7-11-3, taking the board up to 11 members. According to the Hancock County website, currently the board has been limited to between five and seven members.

The proposed bylaw amendments also set reglar meetings for 1 p.m., on the second Sunday of each month, with notice to be sent to members at least 10 days in advance. Special meetings will need between five and 10 days’ notice, based on the method of the notice delivery, and a quorum will require at least six members for business to be conducted.

Officers may include president, vice president, secretary and treasurer, with responsibilities of secretary and treasurer added under the proposed amendment.

An eight-point code of conduct is included in the draft amendment as Article X, which includes requirements for meeting attendance, participation in projects, requirements to disclose conflicts of interest, and methods of addressing alleged violations of the code.

Commissioners also opted, Thursday, to hold off on approval of a proposed appointment to the board.

Thursday’s agenda included the appointment of Lois Thompson Rakowski to the board.

“We’ve not had an opportunity to interview that person,” Commissioner Paul Cowey said.

Both items may be brought back before the commission at a future meeting.

The county park board oversees the operations of four parks — Clarke Field Playground in Newell, Cove Valley Park along Kings Creek Road north of Weirton, the Gas Valley Sports Complex and Playground in New Cumberland and Lawrenceville Park in Chester.
