Village, township work together

WINTERSVILLE — Crews from the village and Cross Creek Township worked together to complete street and road work, a partnership that helped both areas.

“The street department, along with the Cross Creek Highway Department, spread about 100 tons of asphalt,” Village Administrator Jesse Kosegi said during last week’s Village Council meeting. “The village did about 40 tons in patch work, curb work and minor repair work.”

He explained that the village and township split the $3,800 cost of renting a small paver from Ohio Cat in Cadiz. The crews worked together to complete work in both jurisdictions.

“Our street crew and their street crew worked together,” Kosegi added. “This is the first time the public works department and the street department used a paver. They did a lot of work — they learned how to do it, and they worked together. So, you probably saw our guys in Cross Creek and Cross Creek guys in the village — they got a lot accomplished.”

Kosegi said that now that the crews have learned to use the equipment, it could be possible for them to do repaving work on smaller roads in the village.

“Right now, it’s just patching,” he explained. “We’re starting small. To actually do a road, we’ll get there. It’s going to take a little bit more time.”

Having the ability to do that type of work in-house could help the village reduce expenses.

“It happened to come up that Cross Creek was interested, we were interested and our guys wanted to learn how to do it, and their guys did as well,” Kosegi said. “Cross Creek had an employee who worked for a paving company for 25 years, so he shared his experience and knowledge and taught the guys how to do it.

“We could save a lot of money by not contracting that out,” he added. “Most municipalities do that because they don’t have the staff. We just merged together and worked together to get it done.”

Koseggi added that Adopt-a-Highway signs will be placed along state Route 43 in the village.

He said he had met with Frank Baldwin, business service account manager for AEP Ohio, to discuss having LED street lighting installed along Cadiz Road, which will undergo repaving and other work starting later this year. He said AEP will submit a bid for the work.

Council members approved an ordinance amending and revising appropriations for the current year and passed the third reading of an ordinance to amend a section of the village’s employee personnel manual.

Councilman Randy Spence discussed unauthorized solicitations being conducted in village neighborhoods. He said council members should consider revisiting the existing ordinance to see if it needs to be updated.

In other matters:

• Council was reminded that the village has teamed with the Public Library of Steubenville and Jefferson County, Wednesdays in Wintersville and America 250-Ohio Goes to the Movies for a special showing of the film “Dog Man” at 9 p.m. Wednesday at the Edward P. Laman Community Dog Park. Everyone attending is reminded to bring their own seating;

• The Hot Dogs for Homes fundraiser will be held from 2 p.m. to 5 p.m. June 13 at the Laman dog park. Sponsored by Cedar One Realty, the event will benefit the Jefferson County Humane Society and the Jefferson County Animal Shelter;

• The village’s bulk pickup will continue on Mondays this month. Collection for residents whose trash is collected on Wednesdays will be Monday. Collection for residents whose trash is collected on Thursdays will be June 15, and collection for residents whose trash is collected on Fridays will be June 22;

• The village’s summer parks program will run from 9 a.m. to 1 p.m. Mondays through Fridays from June 29 through July 31 at Walnut Street Park. The program is open to children between the ages of 5 and 13, and children under 5 must be accompanied by an adult. Registration is available at the Village Building or at the park on the program’s first day; and

• FOP Lodge 97 will hold its annual golf outing June 14 at Spring Hills Golf Course.

Mayor Mike Petrella said council will meet once a month in June, July and August.

The next meeting will be at 7 p.m. Thursday, he added.
