Brooke County considering change in 911 employee scheduling

WELLSBURG -- Brooke County officials are considering an adjustment to the scheduling and pay structure for the county's 911 employees.
Commissioners were scheduled to consider a proposal during their regular meeting Wednesday to change the pay structure for all 911 employees from salary to hourly, effective Sept. 1. However, the agenda item was tabled at the request of employees, who said they wanted to ensure it also included a planned change to 12-hour shifts.
Some 911 employees in attendance explained the proposal was presented to them with both the schedule and pay structure changes included, with 911 Director Kristen Richmond-Siranovic requesting the tabling.
Commissioner Christina White agreed, saying the information presented to the commission only included the change to hourly pay.
"It only states on here from salary to hourly," White said. "We want to do it properly."
Richmond-Siranovic noted the commission already had been presented with the 911 call center's work schedule for September, which includes a mix of 12-hour and eight-hour shifts in preparation for the change.
In response to concerns about the timing of pay periods because of the delay, Chief Deputy Clerk Heather Watkins said she is ready to make the change for Sept. 1.
"I'm ready to go. I'm just waiting for you," she said.
Commissioner Stacey Wise said the commission would make certain both elements of the proposal are included at next week's meeting.
"It was just an oversight," Wise said.
Commissioners also agreed to an intergovernmental agreement with the City of Wellsburg concerning the transfer of property at 840 Charles St. to the city.
"This agreement was entered because we, as a county, will retain use of the bottom floor," Commission President Tom Diserio explained, noting the space will be the home of the WVU Extension Service.
The official deed transfer documents are being finalized, according to officials.
In other business Wednesday, commissioners:
• Entered into an executive session for 44 minutes to discuss a personnel matter, resulting in the termination of Assistant Animal Shelter Director/Assistant Dog Warden and Humane Officer Caitlin Wood.
• Accepted a letter from Sheriff Rich Beatty requesting removal as administrator of the Hoffer Estate and the appointment of Mary Margaret Tennant, noting she is the only living heir.
• Approved an invoice for reimbursement from the West Virginia Spay/Neuter Program totaling $1,450, which covered the spaying of nine cats and neutering of one cat.
• Approved a resolution concerning funding for the Business Development Corp. of the Northern Panhandle.
• Approved the hiring of Preston Fisher and Kayla Holmes as part-time emergency medical technicians beginning Sept. 1, pending background checks and drug screenings.
