Hancock County grand jury returns 14 indictments

NEW CUMBERLAND - A Hancock County grand jury returned indictments against 14 individuals Friday, including several facing charges related to sexual abuse or drugs.

Among those indicted were Chalmer Allen "Buddy" Noble, 55, of 131 School St., Weirton.

Noble was arrested by Weirton Police in June, and is charged with six counts of sexual abuse by a parent, guardian or custodian.

At the time of Noble's arrest, Weirton Police Chief Charlie Kush noted "the investigation involves a child that was in the care of Mr. Noble at his residence." It was conducted by Weirton detectives and the Columbiana County Department of Job and Family Services.

He remains held in the West Virginia Northern Regional Jail on a $120,000 surety/cash bond.

Others indicted by the grand jury, and their charges, include:

Richard Lee Brown, 50, 59 Liberty Ave., Weirton, two counts entry of a building other than a dwelling, conspiracy, and fleeing from an officer on foot;

Dominic Joseph Trupiano, 23, 3617 Orchard St., Weirton, three counts delivery of a Schedule II narcotic substance, cocaine; fleeting in a vehicle from a law enforcement officer with reckless indifference; fleeting from an officer on foot; and driving while license suspended or revoked for DUI;

Robert Dexter Price, 45, 124 Ardmore Ave., Weirton, three counts delivery of a Schedule II controlled narcotic substance, cocaine; possession of a Schedule II controlled narcotic substance with intent to deliver, cocaine; possession of a Schedule I controlled substance with intent to deliver, marijuana; persons prohibited from possessing firearms;

Anthony Heath, 45, 81 Whispering Pine Lane, New Cumberland, sexual assault in the third degree;

James Arthur Chappel, 41, 60 Doberman Drive, Chester, bringing stolen property into the state; entry of a building other than a dwelling; conspiracy;

Seth M. Beshires, 27, 137 Shady Glen Road, New Cumberland, seven counts failure to register as a child abuser, second offense;

Issac Nathaniel Evans, 20, 3417 Orchard St., Weirton, eight counts sexual assault in the third degree;

Vanessa Barnhart, 34, 206 Kirtdoll Way, Mingo Junction, sexual abuse by a parent, distribution and display to a minor of obscene material;

Dekin Davies, 20, 629 West Lapeer St., Lansing, Mich., solicitation of a minor; employment or use of minor to produce obscene matter; and distribution and display to a minor of obscene material;

Johnathon Boreman, 35, 2236 Sodom Hutchings Road, NE., Vienna, Ohio, two counts sexual abuse by a parent; two counts sexual assault in the first degree; two counts incest;

David Partee, 37, 1020 Ridge Ave., New Cumberland, delivery of a Schedule II controlled substance, methamphetamine;

Andrew James Toth, 25, 1220 Arner Road, Chester, entry of a building other than a dwelling, accessory before the fact and conspiracy;

Kaitlyn Jean Banch, 31, 1220 Arner Road, Chester, entry of a building other than a dwelling, accessory before the fact, and conspiracy.
