WHEELING — The Diocese of Wheeling-Charleston announced Wednesday that it is asking all parishes and missions to conduct special collections for disaster relief following devastating storms and flooding that affected several regions across West Virginia. CHARLESTON — West Virginians affected by Tuesday's flash flooding can contact their local conservation district to report debris blockages in streams and waterways. Gov. Patrick Morrisey declared a state of emergency Tuesday for all 55 counties after severe weather caused flash flooding, landslides, road closures and other dangerous conditions across the state.
