Penney S. VanKirk, 71, passed away on July 13, 2026.
Penney is survived by her daughter Heather M. Shaffer and favorite son-in-law Dan Shafer & son Joshua D. Smith; five siblings.
Friends may attend a celebration of life service at Shorac Family Center, 166 Fernwood Road, Wintersville, on Thursday from 4-6 p.m.
