She was born March 26, 1942, in Wheeling, WV to the late James Hervy and Imagene Chirsten Kemper. Joyce was retired from Brooke County Board of Education as a Teacher’s Aide, a volunteer with Valley Hospice, and a member of the Trinity Anglican Church in Washington, PA.
