HOUSTON (AP) — The Biden administration can keep operating a program that allows a limited number of migrants from four countries to enter the U.S. on humanitarian grounds after a federal judge on Friday dismissed a challenge from Republican-led states. Ray Gambill Jr., 72, of Steubenville died Sunday, March 3, 2024 at UPMC Presbyterian. He was born February 3, 1952 in Steubenville. He is the son of the late Ernest Ray Sr. and Elizabeth Stintzi Gambill. He is also preceded in death by three sisters Jewel Moody, Marlene Hood and Doris Virtue. Ray worked at Wheeling Pitt Steel as the Inspector of the cold strip and then retired as a Lab Tech in the Metallurgical Lab.
