She was born December 7, 1944, in Washington, DC, a daughter of the late George & Mildred (Brooks) Rankin. Arlene retired from New Cumberland Sparkle and New Cumberland Prescription Center; and was a member of the Chester 1st Christian Church. Surviving are her husband of 47 years, James B. Delores M. Keenan, 95, of Steubenville died Wednesday, January 31 2024 at the Laurels of Steubenville. She was born September 19, 1928 in Steubenville. She is the daughter of the late Harry and Clara Trusillo Kelly. She is also preceded in death by her husband Robert Keenan; two sisters Claire Sullivan and Kathleen Carmichael; two sons Michael and James.
