Ruth E. Ross, 87, of Toronto, OH, passed away Thursday, February 19, 2026 in the Trinity Medical Center ER in Steubenville, OH. Ruth was born May 4, 1938 in Follansbee, WV, daughter of the late James and Nancy (Brown) Waugh. She was also preceded in death by her husband, Charles L. Ross, Sr., two sons, Danny and William Ross, daughter, Vickie Exterovich, and Ruth’s siblings, Albert, Beverly, Leroy, Earl, Carl, Stanley, Elwood, Wanda, and Barbara.
