Steubenville Police Hot and cold: A Pennsylvania man came to Steubenville to collect the laptop, speaker box, cell phone and vehicle he’d left at his “on-again, off-again” girlfriend’s Sunset Boulevard residence, and when neither she nor his car were there told police he’d like them to tow it if they find it, Sunday.
