Steubenville Police Loaded: A Market Square resident said a man standing in the upper parking lot had been brandishing a firearm, Wednesday. He told police he was standing at the corner waiting on a female friend to walk to him when he thought the man was staring at him and asked him what he was looking at. Police said the man was “conscious but highly confused and slow moving” and was being treated by Steubenville firefighters when they arrived.
