Finance panel talks maintenance issues

WEIRTON — The city’s Finance Committee agreed to recommend several maintenance items Wednesday, along with a budget revision and a proposal to assist with costs for repairs to the parking lot of a city park.

Among the recommendations was a $10,000 expenditure for the cost sharing of operation, maintenance and repair of the Harmon Creek Watershed structures.

“We do this every year,” Ward 6 Councilman Enzo Fracasso said. “It’s the same price. It never changes.”

Ward 3 Councilman Fred Marsh expressed his concern about the city being responsible for every such dam within the watershed.

“I think there’s only two in the city limits,” Marsh said.

Ward 7 Councilman Terry Weigel, however, pointed out if any of the structures were to fail, it would cause flooding along Harmon Creek, which could affect the city’s downtown.

The committee also recommended a request of financial support, in the amount of $15,000, for the Weirton Board of Parks and Recreation to assist with parking lot repairs.

Ward 4 Councilman George Ash, who is not a member of the Finance Committee but attended the meeting, explained the Park Board had approached him about plans for the paving and maintenance of the parking lot at Starvaggi Memorial Park.

According to Ash, one option for the project is to fill and seal areas of the lot in need of maintenance in order to help it last a few more years.

“If they go with that plan, they’ve asked if the city would help,” Ash noted.

If the board would move forward with a different plan, Ash said, the funding would not be provided.

Finance Director and Interim City Manager Diana Smoljanovich also proposed a $135,300 revision to the city’s 2018-2019 budget.

She noted, the revisions were the result of increases in costs for some city staff, including health insurance, data processing services, overtime and equipment for the police department, overtime and staffing for the fire department and a storm sewer project at Starvaggi Memorial Park.

Other resolutions recommended by the committee were:

¯ An agreement with GOVAPPS for GOENFORCE Code Enforcement Subscription for Aug. 2, 2019 through July 31, 2020 at a cost of $4,080. According to Code Official Matt Burskey, the program is used to track complaints received by the Inspections Department.

¯ An agreement with Justice Business Services, for $2,195, for the asbestos abatement of 3623 West St.

¯ An agreement with Pulice Construction, for $7,900, for the demolition of 3623 West St.

¯ The renewal of a maintenance and support agreement with IDEMIA Identity and Security USA for the city’s fingerprinting software used by the Weirton Police Department, at a cost of $6,165

¯ The rewewal of a maintenance and support agreement with Mountaineer Computer Systems for the city’s information technology systems, at a cost of $6,575.

All items will go before city council for its consideration at 7 p.m. Monday.
