Hancock County grand jury hands down indictments

NEW CUMBERLAND — The September term of the Hancock County grand jury ordered two men to stand trial on charges alleging they had videos in their possession that showed children being sexually abused.

Grand jurors also returned indictments against a man who allegedly choked a child; a man who allegedly strangled and assaulted a female; a woman who allegedly stole more than $200,000 from her employer; and a woman who allegedly tried to grab an officers’ gun during an accident investigation.

Albert Rene Beyner, 67, 363 Asbury Road, Chester, was named in an indictment alleging he distributed and exhibited material depicting minors engaged in sexually explicit conduct. Authorities allege Beyner had at least 30 pornographic videos on his computer involving minors.

West Virginia law mandates that videos of five minutes or less duration depicting minors involved in sex acts are counted as 75 images each, with an additional 75 images tacked on to the image total for every two minutes that a video runs beyond the five-minute benchmark.

The indictment alleges Beyner had more than 600 pornographic images involving children in his possession, which carries the most stringent penalty if he’s convicted.

Daniel Tyler King, 538 Taylors Road, Chester, also was indicted on four counts of sexual abuse of a minor, four counts of first-degree sexual assault, four counts of sexually assaulting a minor and two counts of using minors in filming sexually explicit conduct. King, 31, allegedly filmed sexual acts with minors, authorities said.

Michael John-Anthony Ennis, 35, 3403 Elm St., Weirton, was charged with strangulation, child abuse resulting in bodily injury and domestic battery. Ennis allegedly strangled a minor child and struck that child’s face, resulting in some bleeding and swelling.

Also indicted were:

• Brae Mobley Bryant, 55, 3051 West St., Weirton, strangulation and battery. Bryant allegedly choked a female, punched her and slammed her head off the floor during an altercation that caused her to lose consciousness, authorities said

• Cynthia Rideout, 59, 3433 Pennsylvania Ave., Apt. 4, Weirton, disarming or attempting to disarm a law enforcement officer. Authorities were investigating a fender-bender at the Pennsylvania state line when Rideout allegedly reached for and pulled up on an officer’s gun.

• Jessica Marie Cremeans, 60 Doberman Drive, Chester, nine counts of embezzlement. The indictment alleges Cremeans, 38, stole nearly $219,191 from her employer, Smith Oil Inc. of New Cumberland, by creating fake invoices payable to herself.

• Frank John Robinson, 34, 213 Crawford Ave., Wintersville, persons prohibited from possessing firearms and shooting a firearm within 500 feet of any dwelling house. Robinson allegedly fired a shotgun within 500 feet of multiple homes, authorities said. He is prohibited from having or possessing firearms due to a prior felony conviction in Florida.

• Brian Strapazzon, 94 McDowell St., New Cumberland, wanton endangerment involving a firearm. Strapazzon, 55, allegedly fired a gun at a man who was driving away after the two of them had been involved in an argument, authorities said.

• Brianna Nicole Allen, 25, 1352 Bates St., East Liverpool, fleeing in a vehicle from a law enforcement officer while under the influence of alcohol, controlled substances, or drugs; fleeing in a vehicle from a law enforcement officer with reckless indifference and fleeing in a vehicle from a law enforcement officer and causing bodily injury. Authorities said an officer allegedly watched Allen speeding on the Jennings Randolph Bridge in Chester and decided to follow her, but claimed she “started going faster and driving erratically before plowing into the Jersey barrier (and) hitting a vehicle stopped in traffic.” The other motorist was taken to the hospital but not seriously injured, they said.

• Gregory Eric Arner, 59, 912 Neptune Ave., Chester, cruelty to animals. Arner allegedly told a young couple that found a cat struggling to walk in the roadway the animal had a “lead headache” because it had been “urinating all over his property,” authorities said. The cat died of a bullet wound to the head.

• Tammy Talkington, 52, 351 Thurman Ave., Weirton, possession of a controlled substance with intent to deliver (methamphetamine) and conspiracy to possess a controlled substance with intent to deliver (methamphetamine.)

• Gregory B. Stoneking, 59, 351 Thurman Ave., Weirton, possession of a controlled substance with intent to deliver (methamphetamine) and conspiracy to possess a controlled substance with intent to deliver (methamphetamine.)

• Brett Alan Lang Jr., 32, 2150 Cameron Hollow Road, New Cumberland, driving while license revoked for driving under the influence, third or subsequent offense; fleeing in a vehicle from a law enforcement officer with reckless indifference; failure to obey a traffic control device; passing in a no passing zone and no motorcycle endorsement.

• Charles Vernon Briggs, 33, 408 Heathermoor Drive, Weirton, entry of a building other than a dwelling and grand larceny.

• Michael Dziatkowicz, 43, 202 N. 24th St., Weirton, two counts of failure to register as a sex offender. Dziatkowicz is under a lifetime requirement to register with authorities.

• Jason Robert Webster, 43, 56 Kensington Drive, New Cumberland, driving under the influence, third offense.
