RICHARD BALSER Richard E. ‘Dick’ Balser, 93, of Toronto, OH, passed away Friday, September 13, 2024, in the Valley Hospice Care Center in Steubenville, OH. Dick was born April 13, 1931, in E. Liverpool, OH, son of the late Glesner ‘Ted’ Balser and Lois (House) Hampson. Dick was retired from the Lorillard Tobacco Co., where he worked as a sales rep for over 20 years. Thomas Francis Wamsley, 75, of Yellow Springs, passed away Sunday, Sept. 8, 2024. He was the youngest of four children born to Robert & Sarah Wamsley on Sept. 14, 1948 in Steubenville, Ohio. Tom was a graduate of Steubenville High School and played the tuba in the band. He enjoyed spending time with family and friends, playing card games, and singing and listening to music.
