Cecelia A. ‘Cill’ Phillipson, 89, of Toronto, OH, passed away Monday, May 6, 2024, in the Wyngate Assisted Living Community in Weirton, WV, surrounded by her family. Cill was born August 11, 1934, in Toronto, daughter of the late Eugene and Anna (Hritchock) Keenan. She was a member of the St. Francis Catholic Church in Toronto. In her early years, Cill worked as a Telephone Operator for Ohio Bell, and later for Dr. Strovilas in Toronto.
