Steubenville Police Bird Man: A driver who allegedly had a bird perched on his shoulder when he crashed his vehicle into an embankment at the intersection of Lovers Lane and county Road 26 was cited after a witness produced a photo of him he took before he tried to flee the scene on a zero-turn lawn tractor, Friday.
