Steubenville Police
Report: Callers reported a man in the Hollywood Plaza parking lot who was sitting on a bench in front of a store, hassling customers and urinating in public, Thursday. Police said the male was “somewhat hostile” with them but admitted urinating on himself while sitting on the bench. The store manager said she’d received several complaints from customers and wanted him to leave the property and not return. Police told the man to gather his things and go, and warned him if he returns he’ll be arrested.
Low blow: An Alexander Manor resident told police her son stole her mother’s credit card and racked up nearly $500 in charges, Thursday. She said he used the stolen credit card to purchase food and video games and said he’s already on probation and she wants to pursue charges. She was advised to get records from Door Dash and Apple.
Turned away: A city resident was upset when employees at the midtown Speedway refused to sell him alcohol, Friday. Employees said he appeared to be intoxicated when he was in the store earlier in the day and, believing him still to be impaired, refused to sell him more. The male admitted he’d been drinking earlier but said he wasn’t drunk and police said while he didn’t appear to be impaired, employees have the right to refuse to sell him alcohol based on what they’d seen. He left the property when they told him to.
Bully: A city resident who told police he’d argued with his live-in girlfriend, but it never turned physical ended up in jail after they observed bruising on the woman’s arm. Lucas Hunter, 31, 1333 Ridge Ave., was charged with domestic violence, police said. They said the woman, who is pregnant, was hiding in the kitchen and told them in the past he’s threatened to harm her and her baby.
No where to go: Callers reported hearing a man screaming in the 400 block of Clinton Street, Tuesday. Police said they spotted the man in an upstairs window of a vacant home and said he tried to walk away from the house but when they advised him to stop, he did but he refused to talk with them. The building was posted for no trespassing, so police said they booked Michael Polo, 31, no fixed address, into the Jefferson County jail for criminal trespass. He was released after booking to jail crowding.
Runner: Police attempting to serve warrants on a homeless man said he tried to escape by running through high brush, Thursday. James Carr, 51, no fixed address, was booked into the county jail on an obstruction charge as well as the warrants – two for falsification out of Wintersville County Court and a fugitive from justice warrant out of Hancock County. Police said they located Carr behind a bush where they knew he’d been staying after previous arrests, and said he tried to hide under a blanket. When they told him he needed to talk with them he grabbed some of his things and jumped over a tree branch, then began running between Linden and Railroad avenues. An officer waiting at the top of the hill took him into custody.
Second thoughts: A Maryland Avenue resident who’d let a friend stay at her home for two days said her friend wanted to get her belongings out but she didn’t want her doing it while she wasn’t home, Tuesday. She said she’d told the woman she didn’t want her inside the residence when she was away, but the woman “barged her way in … and started taking her belongings.” She asked police to tell her friend she wasn’t to go in the house unless the owner was there, but they couldn’t find her.
Issues: A downtown resident was charged with disorderly conduct and menacing after causing problems at the Berkman Amphitheater concert, Thursday. Rose T. Goodan, 44, 180 N. Fourth St., Apt. 405, allegedly screamed threats and obscenities at several people, including police, despite being asked to stop because children were present and it is a family friendly event. When a park volunteer told her she needed to leave she threatened to kill him, he said. She eventually told police she saw two people who she claims threatened her and her boyfriend the night before. When she continued to be disruptive, police placed her under arrest. She refused to put her hands behind her back and told police she wasn’t going to jail and kept trying to pull away from them.
Couldn’t take it: A city resident ended up in custody after a fight at a Lincoln Avenue business, Tuesday. Kevin Robinson, 29, 1269 ½ Sinclair Ave., was charged with criminal mischief, police said. A family member who was with Robinson said they’d both been threatened by an older male who pulled a purple pistol on them. Robinson said two younger males had been harassing him for weeks, and when they made a comment about his late mother he exchanged words with the older male, who he claimed made additional comments, so he kicked their car and the other man pulled a gun on him.
Cited: A Carrollton resident was cited after she allegedly left her dog in her car in the Wal-Mart parking lot, unattended, with the engine off and no water, for nearly two and a half hours, Thursday. Police said several employees had told supervisors about the dog, which they said “appeared to be panting heavily and lethargic,” and said the temperature outside was registering 87 degrees. She said this time, she was waiting for the neighbor to move their car so she could get to work when the neighbor’s daughter “started to cuss her out, then refused to move.” She said she didn’t get into a disagreement and eventually the girl moved the car, but she told police there’ve been ongoing problems since she moved in a few years ago.

Last call: A disturbance in the 3200 block of Sunset Boulevard turned out to be two people who started arguing on the way home from a trip to Hocking Hills, Sunday. The male said he called police to mediate so things wouldn’t escalate, telling police at one point he had to restrain his girlfriend to keep her from hitting him. He’d lived there for several months so she couldn’t kick him out without the court’s permission, so they agreed to stay away from each other until a friend could pick take him back to Youngstown. His girlfriend wanted him to return a phone she’d bought him, but officers told her she’d have to go to court for that, too.
All for nothing: Dispatchers got a text from an individual at a property in the 100 block of Shirley Drive reporting a theft, Sunday. Police located a woman outside the residence who told them she used to date a man who lived there, and she wanted to get her things, but they spoke with the homeowner who said she didn’t know who texted 9-1-1 and her son wasn’t there.
