Steubenville Police
Injured: Callers reported an injured man lying on the ground in the 100 block of South Seventh Street, Tuesday. Police said he was on his back in a grassy area between two businesses. Steubenville firefighters transported him to the hospital for treatment.
You’re in: A fight was reported in the 100 block of North Fourth Street, Monday. They located a man walking down the street who matched the description of one of the men said to be involved and said he admitted being involved. He said he was sitting outside when another man approached him and “started shaking the table where he was seated, telling him to leave.” He said he stood up and squared off, then they started fighting. The other party told police a female had complained she saw him outside, “possibly” performing a lewd act, and when he told the man to leave was told “call the cops, I’m not leaving.” He said at some point the alleged offender stood up and punched the man who’d asked him to leave in the face. Police said he had a cut on the bridge of his noise and his eyebrow, and a witness confirmed the man who’d been seated punched the other man. Otis E. Allen Jr., 46, no fixed address, was charged with assault along with public indecency.
Teenage angst: A woman in the 1200 block of Pennsylvania Avenue said her juvenile son’s juvenile ex-girlfriend is harassing her, Tuesday. She said the girl keeps calling her and showed police the “dozens of phone calls” she’s gotten. She said the girl also “recently walked into her house without permission.” Police advised her to block the girl’s phone number.
Scammed: Check Smart reported a man cashed a $1,950 cashier’s check that he wasn’t authorized to cash, Tuesday. The business was notified by First National Bank of Omaha that he’d fraudulently obtained the money, and efforts to have him return and settle the allegations “have been unsuccessful.”
Nothing to it: Police investigating reports that someone was “yelling and pounding on windows” in the area around Gaylord and Heritage apartments didn’t find anyone causing a disturbance, Tuesday.
Won’t let go: An employee at a Hollywood Plaza business said her ex-boyfriend has been stalking her, Monday. She said he showed up at her workplace with his new girlfriend, and then when she went on break with her boyfriend, he “noticed the vehicle from a distance and began lunging at the car.” Police suggested she look into a protection order.
Reported: A caller reported hearing a shot fired in the 1100 block of Wellesley Avenue, Monday. Police checked the area and said two individuals the encountered told them they didn’t hear or see anything.
Fenced in: A man in the 300 block of South Fifth Street said someone parked an RV on the street in front of a fence he needed access to, Monday. They were able to contact the owner, who said he’d be back “in about an hour or so” to move it.
Live and learn: A Ridge Avenue resident couldn’t leave for work because someone parked a van in his driveway, Tuesday. The owner didn’t come out of a nearby house until the tow truck arrived. He arranged to pay for the tow before his vehicle was returned to him.
Creepy: A Brady Avenue resident said he’s come home on two different occasions to find his front door open, Tuesday. He said he’s sure he’s locking the door before he leaves and told police some tools previously disappeared from his basement, though it might not have been locked that time, so he didn’t report it.
Jumped out: A hit-skip was reported in the 100 block of South Hollywood Boulevard, Sunday. Police said they found a pole with a large amount of concrete around it in the roadway, so they moved it out of the way.
Theft: A Market Street resident said someone stole his Lectric brand electric bicycle, Monday. The theft was caught on video, which he gave to the police. He said the bike was worth $1,200.
Stolen: A Ridge Avenue resident reported the theft of her iPhone, Monday. It was traced to a location behind Maryland Market, but police were unable to find it.
Served: Russell O’Dell, 49, 1102 Wilson Ave., warrant failure to appear for child support out of Wintersville county court, Monday.
Alarmed: A woman in the 1300 block of Maryland Avenue thought she heard someone trying to open her front door, but police checked her property and said everything appeared to be in order.
Broken: A woman in the 900 block of Carnegie Street said someone threw a rock through a window above her front door during the early morning hours, Sunday.

Water fight: An Adena resident said a pipe near her garage door backed up and the storm water flooded her basement, Tuesday. She told deputies she got a bucket and tried to drain the puddle that had formed until a neighbor came out and “began yelling and calling her names” and accusing her of dumping the water down the hillside so it would flood a vacant home he owns, though she said she was trying to pour it into her grass. She said there were no threats, just name calling but said he also accused her of setting that same vacant house on fire about a year ago. Deputies told them to stay away from each other.
No gratitude: A Yorkville woman’s neighbors were being evicted so she let them store their things in her detached garage until they started claiming she was stealing them, Monday. She said she told them to get everything out of her garage and they packed most of it and said they’d return for the rest, but then they started texting her accusing her of stealing from them. Since then, she’s discovered a dent in the front of her garage door that’s making it hard to open and close it and thinks someone tried to break in.
Brutal: A Toronto family told deputies they saw a man driving on a township road outside Salineville call a dog over to his truck and “as it was walking back home” and shoot it in the face, Sunday. They said the truck stopped in the roadway and initially they thought it was because the dog was in the roadway, but then the driver, who they recognized, stuck his gun out the window and shot the dog, then threw it in the bed of his truck. He said the truck driver later went to the owner’s home and confessed what he’d done but thinks that was only because he and his family saw him kill it. The owner said the dog was 14 and very friendly and would routinely run up to the truck driver and jump in its lap and he would give it table scraps. The owner said when he asked the truck driver where his dog was the man told him he’d tossed it over the hill. He said the truck driver told him he’d seen it coming out of his chicken coop with a chicken in its mouth and claimed it had already killed 10 chickens. The owner of the dog said he wished his neighbor had come to him first, telling deputies “he would have purchased multiple chickens for (him) if he would have told him about the issue prior to shooting the dog.”
